Irish Police demand Taser Protection for every Officer

The Garda management is considering the widespread deployement of Taser guns to the Gardai (Police force of Ireland) for extra protection.
About 800 GardaĆ are injured in serious assaults each year and need hospital or medical treatment and spend three days or more off work. Due to the cost of acquiring large number of Taser guns only a few of these weapons were acquired. With assaults on Gardai  – which is leading to rising compensation claims from members of the force – Garda management is considering increasing the number of Tasers available to officers.

A GRA spokesman said that they would provide an extra layer of protection and that Tasers could prove more effective than other incapacitants such as pepper spray.

At present, the Taser weapons are only issued to trained members of the armed Emergency Response Unit, based in Dublin, and the five Regional Response Units.
If these Gardai are on leave or otherwise not available, the weapon cannot be used. The Garda are now examining different makes of Taser to see which would be the most appropriate for use here.

Anne Arundel county lifts ban on Tasers for Residents

Anne Rundel county residents will soon be allowed to carry Tasrs.
5 days ago the County Council decided to lift the ban on the devices.
The County Executive Laura Newman says she will sign a bill allowing residents to carry tasers, and states a personal reason for her support of it.
In a statement posted on Facebook... Neuman said “Tasers are a lawful option for self protection,”then added "on a personal note.... As a rape survivor, i'd like to think that having a self-protection device might save others from the trauma of a violent crime."

The County Council has voted to lift a ban on the devices for anyone over the age of 18 who passes a criminal background check. If the weapons are improperly used, violators could get up to three years in jail and up to a $3,000 fine.
"They can carry these in public, malls, restaurants, they can have one on them at all times
to protect themselves and their family." said County Councilman Derek Fink, R-District 3, who sponsored the bill.

Taser Cartridges

TASER X26 - 25 Foot XP(Extra Penetration) Air Cartridge-Field Use

X26 TASER 25Foot  Air Cartridge XP (Extra Penetration) Green Blast Door, Field Use
The TASER cartridge is one of the features that separate TASER products from the competition. With ranges from 15 to 35 feet (4.5 to 10.6 meters), and accuracy that can't be matched, they are the choice for law enforcement everywhere.
Unique variations for warm and cold climates, training scenarios, and tactical situations are available. The XP cartridge, ideal for colder climates, has a longer probe to penetrate thicker clothing. The 35' XP cartridge has been used with success in tactical situations where the extra distance is needed. Additionally, the TASER 21' Training cartridge uses non-conductive wires that prohibit stimulation role players from feeling the effects of TASER electronic control devices (ECDs) (to be used in conjunction with the TASER Sim Suit).
This TASER cartridge is compatible with the M26 and X26 ECDs and includes a patented Anti-Felon Identifcation System (AFID), so that each cartridge use can be traced.
TASER cartridges utilize compressed nitrogen to propel two darts to the target. This proprietry design leads to increased accuracy and consistency in field use.

Taser's Axon Flex

On April 8, 2013, the Rialto Police department released the results of a study on the impact of on-officer video cameras, specially utilising the AXON flex system from TASER. The 3.2 inch camera helps to reduce force and defend against lawsuits regarding police brutality.

The experiment began on began on February 13, 2012 and ran for a full 12-month period.
It included random assignment of all police shifts to either experimental (with camera) or control (without camera) conditions.

Key findings:

Officer worn cameras reduced the rate of use-of-force incidents by 59 percent. In other words, before the cameras, the rate of use of force incidents was 2.5 times higher than with cameras. Utilization of the cameras led to an 87.5 percent reduction in complaints. At the end of each shift the officers’ videos were uploaded to EVIDENCE.COM.

"These results carry significant implications for the future of the law enforcement profession," said Chief Tony Farrar, the principle investigator who led the study as his graduate degree thesis at Cambridge University.

At the conclusion of the experimental period, the Rialto Police Department implemented 3-year Evidence.com  service plan and integrated AXON Flex video cameras into standard operations going forward. agencies that deploy TASER Flex on-officer cameras have also seen reduction in use of force and reduction in complaints," said Jason Droege, general manager of EVIDENCE.COM
Rialto has been a thought leader: this rigorous study scientifically proves the benefits of on-officer video

Taser Concerns!!

TASER Concerns:: Criminals dodge laws by buying stun guns on the net
Britain's criminals have begun to arm themselves with potentially lethal stun guns and CS gas sprays in an attempt to avoid harsh new sentences for possessing firearms and replica weapons.
Figures obtained by The Observer show that in the past year the number of handguns seized by Customs and Excise at ports and airports has fallen by half, while the number of stun guns has almost doubled.
The weapons, which incapacitate victims for up to 15 minutes, are officially classed as firearms, but have become increasingly popular with muggers and robbers as they are highly effective but cause no permanent damage.
Last week a gang in Daventry, Northamptonshire, used a stun gun to attack a lorry driver and steal his vehicle, which was carrying £250,000 worth of spirits.
Stun guns are widely available on the internet.
The Observer placed an order and received a 200,000-volt stun gun and a 25ml CS gas spray. Both items were delivered in a matter of days, even though they are prohibited in the UK. The stun gun we received is four times more powerful than the Taser models currently on trial with British police forces.
Experts suggest there are as many as 10,000 stun guns in circulation in the UK and that the number is growing fast. More and more are being intercepted in the post and recovered during police searches for drugs.
'It's the perfect weapon for a mugger because it will put anyone down and they won't know what's hit them,' says one south London villain. 'I know of a lot of football hooligans who have them, but they're also common among carjackers. A lot of drug dealers have started using them to torture people who owe them money. They like them because, unlike bullets, knives or clubs, there's no evidence of the attack.'
Possession of stun guns was made illegal in Britain after one was used to rob a postman. Although there have been no fatalities involving their use in this country, they have caused at least 30 deaths worldwide.

A report from the all-party parliamentary group on gun crime earlier this month recommended a review of Customs procedures for clearing parcels which are brought into the UK through private companies.
A Customs spokesman said: 'Well over 90 per cent of all weapons smuggled into this country come via mail order. We are aware stun guns are coming into Britain in increasing numbers. It is causing concern. They are dangerous and potentially deadly if a child, or person with a heart problem, was attacked with one.'
While possession of stun guns and CS spray is theoretically punishable with a maximum sentence of 10 years and an unlimited fine, most cases are treated less seriously. Those caught attempting to bring the weapons into the country face having the weapon confiscated but further action is rarely taken unless there is evidence of specific criminal intent
